Revenue Division
Foreword
As the Divisional Head responsible for a staff of 19, my Division, which is one of seven other Divisions within the Department of Finance, plays an equally vital role in non-tax revenue collection for the Government as a whole. The tax revenue component is administered by the Internal Revenue Commission while the Non-Tax Revenue component is administered by my Division. The Non-Tax Revenue component of the Revenue Budget comprises of departmental fees and charges, loan service receipts, grants, and dividend payments.

The importance of this Revenue Division Business Function website is to provide you a snap-shot view of what the Revenue Division is all about and also provide you some information on the activities and responsibilities of the Division.
Revenue was a branch under the old Public Accounts Division until a restructure was done in 2005 and the branch was upgraded to Divisional status. The upgrade in status was in line with the Government’s Public Expenditure Review & Rationalisation (PERR ) project as well as the vision of Government to increase the level of Revenues to a sustainable level in the next 10-20 years. Part of the objectives of this project under Project 8 is “To Improve the Non-tax Revenue Collection Capacity”.
Under the Public Expenditure and Rationalisation Review (PERR) initiated by the Government, nine policy reform initiatives were identified one of which is project 8. The others are as follows:
- Project 1 - Improve budget stability (Department of Treasury).
- Project 2 - Improve budget processes (Department of Treasury).
- Project 3 - Secure the payroll and appointments process (Department of Personnel Management)
- Project 4 - Reduce spending on salaries (Department of Personnel Management)
- Project 5 - Control and prioritize spending on procurement and improve oversight of spending (Department of Finance)
- Project 6 - Financial Management Improvement Program (Department of Finance)
- Project 7 - Expenditure Adjustment and Prioritization Phase 2:
Medium Term 2006 – 2008 (Public Sector Reform Management Unit) - Project 9 - Improve fiscal and governance oversight of statutory authorities (Department of Treasury)

The Division & Its Responsiblities
The Revenue Division is responsible for:
- Developing and providing policy advice and information to develop and maintain the non-tax
revenue base with a view to minimise administrative & financial costs to business and minimum
impact on Government agencies.
Click here for more information on the Core Functions descriptions. - Ensure that Non-Tax Revenues are returned to the Consolidated Revenue Fund.
- Reviewing the usefulness and level of existing non-tax revenue fees and charges.
- Coordinating the formulation of the annual non-tax revenue budgets.
- Monitoring and reporting on non-tax revenue collections.
- Ensuring that effective controls and effective guidelines are put in place to safeguard non-tax revenues.
The Division is also working very closely with the PERR Committee as well as the Economic Policy Division of the Department of Treasury and the Non-Tax revenue generating departments to progressively realize this objective. A strategic emphasis is now placed on improving revenue collection control mechanisms to be effectively put in place, a closer look into building compliance capacity of line departments, a strategic look into revenue enforcement and reviews and a major emphasis placed on Research and Development into non-tax revenue policies with a view to strengthen these policies or develop new policies to have minimal impact on business and minimum loss through theft. The Revenue Division is now strategically realigned its core focus to be based on these major impact areas.
