Provincial & District Treasury Financial Management
To provide basic financial management services in the remote rural parts of Papua New Guinea by paying local suppliers, receipting public money and undertaking banking. In addition, by providing an effective service to support the elected member and Provincial Government account for grants and supporting Local Level Government in financial management issues – including the preparation of all financial statements. In additional, these services to the remote parts of Papua New Guinea include passbook or EFTPOS banking services and postal services.
The Main Activities of the Branches:
Financial Management Review – Region Based
- Monitor the quality of Provincial and District Treasury financial management and accounting.
- Provide regular advice to the Secretary on the quality of government financial management and accounting and reporting by Provincial & District Treasuries.
- Maintain and develop the financial management and accounting system of government for Provincial and District Treasuries.
- Provide financial accounting services to Local Level Governments through District Treasuries.
- Plan, implement and maintain the Governments District Treasury roll out program.
- Monitor, review and report to the Secretary on the quality of service provided by District Treasuries..
Financial Management Standards
- Develop and maintain government financial management policies, standards and procedures based on the Public Finance (Management) Act, its Regulations and relevant Finance Instructions.
- Maintain the Financial Management Manual for Provincial and District Treasuries.
Financial Management Advice
- Provide financial management and accounting advice to Provincial and District Treasuries.
- Provide and coordinate a regular Forum for Provincial and District Treasuries.
- Determine and coordinate financial management and accounting training to Provincial and District Treasuries.
